Neal Dunn (Republican – Florida) introduced H.R. 2781 in order to direct the Secretary of Veterans Affairs to certify the sufficient participation of small businesses owned and controlled by veterans and small businesses owned and operated by veterans with service-related disabilities in Federal contracts.
The bill was introduced on June 6, 2017 and sent to the House Committee on Veterans’ Affairs. The bill was brought before the House on July 24, 2017 and passed by a voice vote. The bill was sent to the Senate on July 24, 2017.
The bill directs the Secretary of the VA to ensure veteran-owned small business participation in Federal contracts. The bill indicates that within 180 days of the bill enactment that the Secretary of the VVA must submit a certification that a sufficient number of small businesses owned by veterans are represented within each category of contract awarded by the Federal Strategic Sourcing Initiative (with the exception of domestic delivery services).
If the Secretary of the VA determines representation in a category is insufficient, they will need to consult with the Administrator of General Services to increase the contracts awarded to the vet-owned businesses, or to require the require the Department of the VA to stop awarding orders under that category of the Federal Strategic Sourcing Initiative.
